This changes files in your game, so make back-ups before you start editing things.

Start a new career (ex. John Smith) and then exit the game. Go to "My Documents\Tiger Woods PGA TOUR 2004\Career\Players" and open the player's name you've created (ex. "John Smith.plr") with a hex editor. At offset 00021616 change the values to FF FF FF. This should give you about $1.5 billion.
